Because for the higher
population of senior citizens in Chiayi County and
unequal medical resource distribution, it is very
inconvenient for them to see doctors or take health
exams especially in the more remote areas. In order
to put into effect “early detection for early
treatment ,” the Public Health Bureau selects a
township (city) every month and combines the
community resources to hold the Community Complex
Health Screening. This has been in effect since
August 2002. The first screening service including
18 townships (cities) was completed in February
2004. After that, the second community screening
service began in April 2004, and the examination
report aims at the special cases and further provide
diagnosis examination and sanitation education
popularization service. |

The [Chiayi County Health Care Center] was
established, and 10 hotlines are opened. The
volunteers from the Lifeline Organization in
Chiayi County placed calls initially between
5:30 and8:30 in the evening, and discovered
new cases of high blood pressure, high blood
glucose and high cholestrol through the
community health screening and medical
vehicle adult health examinations. They
followed up by telephone and gave regularly
diagnoses, and suggested taking medicine
according to the doctor’s suggestion to
control these chronic illnesses effectively,
reduce the symptoms, and offset the lose of
function. |

With the increase in the
population of senior citizens, the [Local
Aging, Community Care] program has been
become the long-term care service
equivalent. In order to make sure senior
citizens in the communities can be cared for
in a familiar environment, the [Health
Station] comprised of the healthangels from
all townships (and cities) is established to
offer health service to our public. |

Combined with medical
personnel from the community pharmacies, we
have established the [Community Medical
Neighbor] program, which is comprised of
well-trained community medical personnel who
have been given the certificate granted by
the Public Health Bureau. Here education
popularization and consultation service
about drug safety are available for the
public in order to avoid results of drugs
misuse. Besides sanitation education, health
popularization and epidemic prevention
consultant services are available to
integrate the epidemic prevention and health
protection networks of the communities. |

Long-term care-to offer warm service to
the persons with disability and solitary
senior citizens |

In order to care for the
disabled persons and senior citizens well,
the Chiayi County Long-term Care Service
Management Center was established in
December 2002 to provide household nursing
for the disabled persons and/or solitary
senior citizens and provide living care
services such as bathing, feeding and simple
health recovery and so on joining with the
community administration institutes and
household service centers to integrate the
health administration and community
administration resources for the improvement
of service performance. |

Health Angels-local service |

Since
the founding of the health angels from 18
townships ( and cities) in 2003, the Public
Health Bureau has held volunteer training
classes, and it is trying to create an
encouraging environment by holding various
activities. The volunteers assist public
health offices with medical outpatient
service, complex health screening and
medical service to villages. The manpower in
some institutes has become more effective;
furthermore, the social resources are used
well. |
